Construction Begins on Carpinteria Advanced Purification Project (CAPP) Pipeline and Advanced Water Purification Facility
Carpinteria, CA – May 6, 2026 – Construction on the pipeline component of the Carpinteria Advanced Purification Project (CAPP) will begin Monday, May 18, 2026. The project is a partnership between Carpinteria Valley Water District (CVWD) and the Carpinteria Sanitary District (CSD) that will produce purified water to meet more than 25% of the community’s annual water needs.
Construction starts at Olive Avenue and 6th Street and will continue north toward Meadow View Lane. Customers closest to construction will receive written notice, and a full map of the construction route can be found at www.cvwd.net/capp-construction.
Construction on the Advanced Water Purification Facility (AWPF) will begin near the end of May at the existing Wastewater Treatment Facility.
During construction, neighbors may notice increased activity along the pipeline route, construction noise, dust, and intermittent lane closures at standard working hours (7 a.m. – 5 p.m.). Crews will keep access open whenever possible, control dust, and restore streets when work is finished. Street parking may be temporarily impeded where construction is active. While driveway access will largely be maintained, occasional delays may occur due to traffic control.
In addition to meeting more than 25% of the community’s water needs, CAPP will provide:
· Greater local control of water supply and rates.
· State-of-the-art filtration, which meets or exceeds drinking water standards.
· Increased drought preparedness and resilience for the next 50 years.
· Reduced ocean discharge and improved groundwater levels.
Purified water produced at the new AWPF will be transported through the new pipeline to injection wells, where it will be injected into local groundwater basins. From there, it becomes a drought‑proof reserve that strengthens Carpinteria’s long‑term water reliability.
