Kelley Dyer, General Manager

Kelley Dyer joined CVWD as General Manager on January 19, 2026, and is responsible for implementing the policies established by the Board of Directors and for planning, organizing, staffing, coordinating, budgeting, and directing all activities of the District. Kelley is supported by the Assistant General Manager, Norma Rosales, who heads up the Business Department, and Administrative Assistant, Lisa Silva.

Prior to joining CVWD, Kelley served as Assistant General Manager at Casitas Municipal Water District and previously worked for the City of Santa Barbara’s Water Resources Division. She holds a B.S. in Civil Engineering from the University of Colorado Boulder and an M.S. in Environmental Engineering Sciences from the University of Florida.

Norma Rosales, Assistant General Manager

Mrs. Rosales has served as Assistant General Manager since February 2011, and reports to the General Manager. Mrs. Rosales is responsible for overseeing the business, finance and accounting activities of the District. She prepares operating and capital budgets and financial reports; handles investment management, debt management, cash management and bank reconciliations; and oversees personnel related matters. Mrs. Rosales is assisted by Accountant; IT Program Manager; Public Outreach/Water Conservation Coordinator; Senior Customer Service Representatives; and Administrative Assistant.

Mrs. Rosales also served as Business Manager/District Auditor from December 6, 1999 before becoming the Assistant General Manager. Prior to joining the District team Mrs. Rosales worked with The Rehabilitation Institute of Santa Barbara as their Staff Accountant and with Girls Incorporated of Greater Santa Barbara as their Bookkeeper. Mrs. Rosales holds a Bachelor of Arts degree in Business Economics with Accounting Emphasis from the University of California at Santa Barbara.

Brian King, District Engineer

Mr. King reports to the General Manager and is responsible for managing the Engineering Department activities, which include evaluating, planning, designing and implementing operational and capital projects for the District. The Engineering Department oversees professional consultants as well as detailed analysis and design work, and is responsible for various water supply and quality activities, including water conservation and Bureau of Reclamation activities related to agriculture.

Engineering support staff include: GIS Program Manager; Water Resources Analyst; Associate Engineer; and Customer Service Field Technician.

Lance Edmondson, Operations and Maintenance Manager

Mr. Edmondson reports to the General Manager and is responsible for overseeing operations and maintenance (O&M) activities for the District. O&M activities include: repair and maintenance of the District’s system of wells, pumps, reservoirs, pipelines, valves, and other facilities; general inventory; and the maintenance of the District‘s fleet of vehicles, building and grounds maintenance. Operations also assists the Engineering Department with water quality monitoring and reporting,

Mr. Edmondson serves as the District’s Safety officer and Operations staff is required to maintain appropriate levels of Department of Health Services certification. Operation’s support staff under Mr. Edmondson's direction include Lead Water Treatment Operator; Lead Water Distribution Operator; Water Treatment Operator III; Water Distribution Operator III; Water Treatment Operator II; Water Distribution Operator II; Water Treatment Operator I; Water Distribution Operator I; Operator-in-Training; Utility Worker.
