Construction Begins on Carpinteria Advanced Purification Project (CAPP) Pipeline and Advanced Water Purification Facility

Carpinteria, CA – June 29, 2026 – Construction on the pipeline component of the Carpinteria Advanced Purification Project (CAPP) began on Monday, June 29, 2026. The groundwater replenishment project is an innovative, sustainable partnership between the Carpinteria Valley Water District (CVWD) and the Carpinteria Sanitary District (CSD).

Pipeline construction will begin on Linden Avenue and Nipomo Drive and will continue northward along the alignment as shown at www.cvwd.net/capp-construction. Customers closest to construction will receive written notice. 

Construction on the Advanced Water Purification Facility (AWPF) has begun at the existing Wastewater Treatment Facility at the Carpinteria Sanitary District. 

During construction, neighbors may notice increased activity along the pipeline route, construction noise, dust, and intermittent lane closures at standard working hours (7 a.m. – 5 p.m.). When possible, crews will keep access open, control dust, and restore streets when work is finished. Street parking may be temporarily impeded where construction is active. While driveway access will be largely maintained, customers can expect occasional wait times for traffic control purposes. 

CAPP will produce purified water to meet 25% of the water district’s annual water needs. Additional benefits include:

  • State-of-the-art filtration, which meets or exceeds drinking water standards.
  • Increased drought preparedness and resilience.
  • Reduced ocean discharge and improved groundwater levels.

Purified water produced at the new AWPF will be transported through the new pipeline to injection wells, where it will be put into groundwater storage. From there, it becomes a drought‑proof reserve that strengthens Carpinteria’s long‑term water reliability.
