On July 22, the Carpinteria Valley Water District Board of Directors voted 3-2 to place annual Carpinteria Advanced Purification Project (CAPP) capital charges on the property tax roll. During the meeting, it was announced to be approved, although this was an error. After the meeting adjourned, CVWD confirmed that the decision required a two-thirds majority under Health and Safety Code Sections 5471 and 5473. Therefore, the vote failed as it would have required a 4-1 vote to reach the two-thirds threshold for approval. As a result, capital charges related to CAPP are proposed to appear as a fixed charge on CVWD customer water bills beginning in January 2027. 

Carpinteria Valley Water District will be correcting the record of the action at their next meeting on August 12, 2026, and discussing next steps for placement of the charges on customer water bills.  

The Board of Directors approved the amount of the annual CAPP Capital Charges for Fiscal Years 2027, 2028, and 2029 at their June 10, 2026 meeting. The adopted water rates and charges are available at: https://www.cvwd.net/water-rates.

The District will provide additional information to customers prior to placement of the CAPP capital charges on the water bills, and the Board has the option to revisit the discussion for property tax collection in the future.
