Notice of  Oct. 28 Public Hearing on CAPP Charges

Notice of Public Hearing Scheduled for October 28, 2026 regarding CAPP Capital Charges on Water Bill  

On August 12, the Carpinteria Valley Water District Board of Directors voted to issue an additional Proposition 218 notice to district customers regarding how the Carpinteria Advanced Purification Project (CAPP) Capital Charge will be collected. Previously, these annual charges were proposed for collection on the property tax roll. Customers will receive a new notice of the fixed charges applying to monthly water bills starting in 2027. 

Key Details for Our Rate Payers: 

  • Change in Collection Method: The CAPP Capital Charge will now be collected directly on monthly water bills instead of through property tax bills. This change follows a July 22, 2026 CVWD board hearing where the property tax roll collection method did not receive the required 2/3rds majority vote to pass.
  • Total Annual Charges Unchanged: The total annual CAPP Capital Charge and all previously adopted water rates remain unchanged. Only the collection mechanism is shifting from the property tax roll to the monthly water bill.  

The table below shows how the annual charge is proposed to be collected on monthly water bills.

  • Notice Timeline & Public Hearing:
    • Notice Mailing: Proposition 218 notices are scheduled to be mailed to customers on or around September 3, 2026.
    • Public Hearing: A public hearing will take place on October 28, 2026, allowing customers to review details and provide comments before implementation.
