Debt Structure and Reserves Policy

In 2000, the District financed 9 million dollars in Certificates of Participation (COPs) for Capital Improvement Projects. The District refinanced the COPs in 2006, increasing the total amount to almost 10 million dollars. In 2010 the District restructured a portion of its debt and issued $4.4 million in COPs to fund the District’s share of the City of Santa Barbara’s Cater Treatment Plant Ozone Project and South Coast Booster Pump Project. On November 14, 2018, the Board adopted the District's Reserve Policy.
